Martin has been involved in over 1 billion of tenders with buy and bid experience. He has provided strategic procurement advice and tactical support to public sector clients. This includes procurement strategy development and implementation from Policy to Process level and organisational design. He has specified and managed (from CN to CAN) over 60 OJEU (2004/18/EC) tender processes on behalf of clients including goods, works and services in the past three years.
He has facilitated tender process, prequalification, including web-based prequalification and on-line tender portal for public sector clients, itt evaluation, briefing and debriefing sessions including managing unsuccessful candidates on behalf of clients as well as bid conditioning and final negotiations with suppliers and contractors.
Clients include Local Authorities, Non Departmental Public Bodies, the Higher Education Sector, NHS, TfL / London Underground (over 10 years) and multiple blue chip clients and SMEs in the private sector.
