Heat Metering and Billing is still a relatively young marketplace with a variety of approaches to deliver what can be a rather complex set of requirements.  Although the Heat Network (Metering and Billing) Regulation 2014 is in place, which places an obligation onto bodies to individually meter and bill each property, this has not driven the market to a set of standard approaches to deliver the required solutions and services.

Fife Council is exploring the creation of a multi-supplier framework for the benefit of Social Landlords and Local Authorities throughout Scotland to implement more sustainable practises for heat metering, billing and reconciliation for residential and commercial tenants.

This event has been setup to engage with potential Local Authorities, Social Landlords and suppliers who may be interested in taking part in such a framework.  To support the creation of an effective framework it is proposed that it will build upon the capabilities and guidance provided by the Heat Trust.  This would assist in driving forward standard approaches, relating to the requirement to supply Heat Metering, Billing and Reconciliation services.
