The Supplier Development Programme (SDP) wishes to develop a Framework of Public Sector Procurement Trainers for the purposes of training SME’s in various aspects of public procurement.
As a minimum, trainers must be able to demonstrate an excellent working knowledge of the Public Sector tendering process in Scotland including the use of Public Contracts Scotland (PCS) and PCS – Tender, as well as the wider UK and European procurement regulations and systems.
This Framework will be split into 3 geographical Lots across Scotland: Lot 1 - North Scotland, Lot 2 - Central Scotland and Lot 3 - South Scotland plus a fourth Lot (Lot 4) for Webinars throughout the whole of Scotland.
Please note this Framework does not cover Orkney, Shetland or the Western Isles of Scotland.

In the case of an open tender, the other Declarations listed above will not be required to be uploaded and submitted with the bid, but will instead be requested by the Council following the conclusion of the evaluation of the Qualification, Technical and Commercial Envelopes and prior to the award of the tender.

Failure to provide this information or in the event that the information provided does not support or evidence the statements made within the ESPD will invalidate the bid. In this scenario the Council will seek to obtain the relevant information and evidence from the second highest scoring bidder and so on until a fully compliant bidder is identified.
