Construction and SMEs with the Scottish Government

Construction procurement

According to Scottish Enterprise, the construction industry in Scotland employs more than 150,000 people and contributes around £7 billion to Scotland’s Gross Value Add. The public sector is a significant customer with an annual spend of more than £4 billion on building or civil engineering works.

The guidance is primarily to help clients better manage their construction projects but should also be of assistance to contractors and consultants alike in developing their understanding of how the public sector delivers construction projects.

The Scottish Government supports and promotes free advice, training and resources for suppliers wishing to bid for public sector contracts, which includes providing funding to the Supplier Development Programme.

Suppliers can learn more about public procurement in Scotland by visiting the Scottish Government’s Public Procurement web page which also lists the latest Scottish Procurement Policy Notes (SPPNs) and Construction Policy Notes (CPNs). Public procurement contracts are advertised through the Public Contracts Scotland (PCS) portal.
