Highland Council is inviting potential suppliers to provide information regarding the future of the contractual arrangements for Utility Scale Solar PV – Longman Landfill Array Project.
The Highland Council (THC) is currently considering its options regarding the future of the contractual arrangements for Utility Scale Solar PV – Longman Landfill Array Project. 
It is hoped by engaging the market it will assist Council staff in shaping requirements for the future, understanding the current market and future developments, and developing the best value strategy for any future procurement.
Current Position
The Council is currently considering all possible market options in the advancement of this project, including:
Option 1: THC undertakes the site investigation, design and secures planning approval and then directly appoints an external supplier for the build phase (included the SSEN contestable works) and then directly appoints a separate supplier for the long-term operation and maintenance of the array. The Highland Council will retain ownership of the PV array.
Option 2: THC undertakes the site investigation, design and secures planning approval, and then directly appoints a single supplier for the build phase (included the SSEN contestable works) and for subsequent operation and maintenance of the array. Again, the Highland Council would retain ownership of the PV array.
As part of their fact-finding process, the Council is inviting potential suppliers to register their interest and provide the information requested via the Prior Information Notice which has been published on Public Contracts Scotland website.
