Scottish Government to Merge Procurement and Project Delivery Training into £1.2m Framework

Scottish Government LogoTraining for people working in project delivery and public procurement in Scotland has, until now, been organised through:

  • Procurement Training Frameworks (2021– 2025), split into a lot for general procurement training (delivered by Scotland Excel Academy) and a lot for sustainable/climate-related procurement training (delivered by Sustainable Procurement Ltd).
  • Project Delivery Training Framework (2023-2026) delivered by Elite Training & Consultancy.

A Prior Information Notice (PIN), published on Public Contracts Scotland (PCS), informs that Scottish Government is planning to establish a new training framework with an estimated value of £1.2 million. A contract notice is expected to be released in November 2026.

What will change?

The new Procurement and Project Delivery Training Services Framework will bring training for procurement staff and project delivery professionals into a single framework agreement, split into two lots:

  • Lot 1 - Project Delivery Training Services: covering leadership development, professional qualifications and support for people early in their project delivery careers, and accredited training in programme, project and portfolio management.
  • Lot 2 - Procurement Training Services: covering broad procurement skills, including current legislation and policy, commercial know-how, and specialist training tied to Scotland’s Sustainable Procurement Duty.

The sustainability and climate-related training, which was previously its own standalone lot, will now sit within the Procurement Training lot rather than being run separately.

What does this mean for public sector buyers?

Public sector bodies will have a single route to accredited training for both procurement and project delivery staff, rather than navigating two separate agreements.
