Calling contractors interested in tendering for the Orkney Community Wind Farms (the Projects) Balance of Plant contract

Orkney Islands Council (OIC) is developing Orkney Community Wind Farms, comprising two windfarms in the Orkney Islands. Quanterness wind farm, located on Mainland Orkney (Northwest of Kirkwall), consisting of six circa 4.8 MW Wind Turbine Generators. Faray wind farm, located on the uninhabited island of Faray in the North isles, consisting of six circa 4.8 MW Wind Turbine Generators. Both wind farms have obtained all planning consent and grid connection agreements. Quanterness is due to commence operation in June 2028, with Faray commencing operation in May 2030. The Balance of Plant works required for Orkney Community Wind Farms is to complete the design and build of the civils and electrical works in advance of the WTG installer. This will include the following works:

  • Project and technical management
  • HSE coordination
  • Provision of required site facilities for staff
  • Permit control
  • Site design (clarifying approved design and implementing)
  • Site clearance, excavation preparation works
  • Access roads and crane pads
  • WTG foundations
  • Substation building and installation
  • Cable ducting, installation and commissioning
  • Maintenance and protection of all installed items during construction phase
  • Site clearance of all materials, equipment etc
  • Snagging and defects lists

Orkney Islands Council proposes to enter into a Balance of Plant contract for the civil and electrical works to build out Quanterness Wind Farm, with the option for the successful Contractor to also enter into a Pre Construction Services Agreement (PCSA) for Faray Wind Farm to assist with the design, planning and discharge of consents for Faray which includes the design and build of a new landing jetty on the uninhabited island. A decision on whether to enter into a Balance of Plant contract for the civil and electrical works to built out Faray Wind Farm will be subject to future investment decision by the Council.

The Authority wishes to engage with potential suppliers regarding the proposed procurement via a Meet the Buyer event. The purpose of the Meet the Buyer Event is to give any contractors interested in tendering for the Orkney Community Wind Farms (the Projects) Balance of Plant contract (including those seeking to explore the sub-contracting potential of the project), the opportunity to:

- meet the Client (Orkney Islands Council) and the Project Team developing the projects.

- learn more about the overall requirements for the delivery of the Projects.

- learn more about the technical development of the Projects.

- learn more about the proposed procurement procedure, and timescales of the projects

- provide feedback to the OIC and the Project Team on the proposals.

The Meet the Buyer Event is to facilitate market engagement taking place in advance of the formal procurement process. The event will be conducted in a fully transparent manner with all presentations, questions and answers fully documented and shared with all registered participants and the Council.
