Residential Rehabilitation (Alcohol and Drugs) - National Commissioning

Scotland Excel is developing national commissioning and procurement arrangements for alcohol and drug residential rehabilitation services and is looking for views from people who have experience of residential rehabilitation services or an interest in providing services.

This national commissioning and procurement process is part of the First Ministers National Mission to reduce drug-related deaths and harms through improvements to treatment, recovery and other support services. As part of the work on this new national framework agreement, Scotland Excel is looking for views from people who have experience of residential rehabilitation services or an interest in providing services.

Developing a National Framework Agreement

The national agreement will cover publicly funded placements across Scotland. Formal contracts with service providers will set out minimum quality requirements and a description of the services people can expect to receive (service specification), along with the prices each provider charges. Service providers will have to meet the agreed minimum requirements to join the framework and will formally sign up to the national agreement.

Contracts will be awarded through a formal central tender process to make sure all interested service providers have a fair opportunity to join the framework, and that procurement regulations governing public purchasing are met. The focus will be on the quality of services and agreed requirements and so the process will not be based on price alone.

Interested people and organisations will be consulted during February and March 2023 to help shape the service specification, minimum requirements and the procurement process. After finalising documents, the opportunity to take part will be published on the Public Contracts Scotland website.

What is procurement and commissioning?

Procurement is the buying, leasing, renting of goods, services and works required by an organisation. Commissioning is another word for procurement, this means the process of buying or purchasing goods or services.

Please visit the Public Contracts Scotland website and register your interest in the Prior Information Notice (reference JAN469823, title “Residential Rehabilitation and Detoxification (Alcohol and Drugs) Services - national flexible framework agreement”). An information session will be held on Friday, 10 February 2023 at 10:30am via MS Teams to explain the framework and development process.
