Scottish Government Seeking New System to Combine Public Contract Scotland and PCS-Tender

In a significant step forward for public procurement in Scotland, plans are underway to establish a single, streamlined digital system that will combine the functionality of Public Contracts Scotland (PCS) and Public Contracts Scotland Tender (PCS-T).

Currently, PCS serves as the national advertising portal for public sector contract opportunities, while PCS-T provides essential eSourcing tools, including eTendering, contract management, and supplier performance management. The proposed new system will bring these services together under one unified platform.

The objective of this procurement initiative is to deliver a comprehensive, user-friendly solution that supports:

• Organisation and user registration for both buyers and suppliers
• Creation and publication of public procurement notices
• Full eSourcing functionality
• Contract and supplier performance management

This transformation aims to simplify the procurement process, enhance transparency, and improve efficiency for all stakeholders involved in public sector contracting across Scotland.

Having gathered a wealth of feedback through tender training and close collaboration with Scotland’s public sector, the Supplier Development Programme (SDP) is also playing a key role in the project. SDP is a member of the Project Steering Group, which has been established to oversee the delivery of the new system and ensure that its objectives are fully met.
