Forestry and Land Scotland (FLS) is an Executive Agency of Scottish Government. FLS is the largest land manager in Scotland, responsible for managing Scotland’s national forests and land, an area that in total covers 640, 000 hectares (9% of Scotland’s land area). We manage forests and land owned by Scottish Ministers in a way that supports and enables economically sustainable forestry; conserves and enhances the environment; and delivers benefits for people and nature.

FLS employs over 900 staff and runs a regional business structure, with support from national offices in Inverness and Edinburgh, for the delivery of our work across the national forests and land. There are five regions, each having a high degree of responsibility for delivery through a network of local offices. FLS’ operating budget for 2020/21 is approximately £122 million and around £73 million (60%) of this will be committed via procurement activity and contracts with external suppliers.

Much of the work undertaken on the National Forest Estate in Scotland is carried out by suppliers, many of whom are small to medium enterprises including micro-businesses. We have a large, diverse contract portfolio that supports all areas of our business, including:

  • Land management, including operations such as ground preparation, planting, fencing and forest road building
  • Community and visitor services such as recreational path building and survey work
  • Business support services and goods from office cleaning or training to stationery and fleet

All of our high value tenders are advertised on this site and potential bidders are encouraged to register for free. Registering will give you access to a large number of high and low value public contract opportunities across Scotland; not just those advertised by the Forestry and Land Scotland.

We have a number of standard sets of terms and conditions of contract. For Works contracts we primarily use industry standard contracts such as NEC3. All of our conditions can be tailored if a specific contract requires it, and for more complex contracts we may use alternative/bespoke contracts.
