Renfrewshire Council and Renfrewshire Health and Social Care Partnership (RHSCP) wish to raise awareness and provide information to potential bidders about the Care at Home Flexible Framework opportunity. This session will guide potential bidders in how to approach a tender response to match the requirements set out by Renfrewshire Council/RHSCP.

Overview

Renfrewshire Council has an existing framework for the provision of Care at Home Services, as well as a range of individual contracts which were let under the direction RHSCP; each of these are due to expire in May 2025.

RHSCP is seeking to establish a new flexible framework which will provide Care at Home services within the Renfrewshire Council area. The flexible framework will be used by RHSCP (and where necessary, Renfrewshire Council) to purchase services which will support predominantly older people to live independently in their own homes for as long as possible with the care and support they need, tailored to their own needs and provided in a flexible manner.

The tender exercise aims to attract providers registered with the Care Inspectorate deliver services across the Renfrewshire locality, and who have capacity to meet the increasing demand for services. Full details of the requirements have been published by Renfrewshire Council in the contract notice and associated procurement documents.

Interested parties should note that this is a flexible framework – and Renfrewshire Council/RHSCP will have the ability to reopen it to support capacity and continuity of care and support. Any decision to reopen the flexible framework lies solely with Renfrewshire Council/RHSCP. Any reopening will be subject to the same level of due diligence for the same requirements as the original tender.

Who Should Attend?

The purpose of the session is to support potential Tenderers to understand and complete the requirements for the opportunity.

Tenderers must be Care at Home providers who have suitable Care Inspectorate Services which they wish to tender to be on the flexible framework.

·         Registered with the Care Inspectorate as a Support Service - Care at Home;

·         Registered with the Care Inspectorate as a Housing Support Service as a combined service - or can evidence an ongoing application with the Care Inspectorate for a combined service (which has been submitted during the tender period).

·         Can evidence minimum Quality Grade of 3 for all key questions at their last inspection for the Services they wish to submit for the Flexible Framework.

·         Tenderers MAY be Renfrewshire based but may also be based outside of the Renfrewshire Council area and have applicable services which includes delivery of services within the Renfrewshire Council area within their registration.

Key Tender Requirements

·         Completion of the Single Procurement Document (Scotland);

·         Compliance with Conditions of Contract (including Special Conditions and Framework Terms);

·         Care Inspectorate Registration/Grade requirements;

·         Insurance requirements;

·         Health and Safety requirements;

·         Cyber Security requirements;

·         Financial Standing (Dun & Bradstreet Failure Score);

·         Community Benefits and Fair Work Practices.

·         Responses to Technical Questions and Mandatory Evidence.

The tender is structured as 100% Technical score, based on Technical Questions and mandatory evidence. The Commercial evaluation is aligned to acceptance of Renfrewshire Council’s Hourly Rate and scored as Pass/Fail.

During this webinar we will walk in your shoes as a bidder, to search for and find this Renfrewshire Care at Home contract notice via Public Contracts Scotland (PCS). We will then follow the buyer instruction to access the tender documents in Public Contracts Scotland-Tender (PCS-T), including the Single Procurement Document (SPD), to explore the questions asked by the buyer and give you hints and tips on ‘what good looks like’ with regards to providing evidence and how to fully answer each question to gain full marks.

When in both portals Public Contracts Scotland (PCS) & Public Contracts Scotland -Tender (PCS-t), we will demonstrate how to communicate with the buyer to ask questions, how to upload documents and submit your response. All of this is to ensure that there are no surprises for you when you are bidding for this framework. After the training you will know what your next step is.
