Moray Council's Building Repair and Maintenance Framework

Moray Council has published the Building Repair and Maintenance Framework on Public Contracts Scotland-Tender (PCS-T).

Moray Council wises to put in place a Framework Agreement with suitable qualified and experienced Contractors to provide professional trade services to assist with Reactive Repairs and Planned Maintenance to the Council’s portfolio of public buildings and schools, as well as the Council owned housing stock of 6,297 properties which are located throughout Moray.

The Framework is divided into 26 Lots:

  • Lot 1 – Asbestos Removal

Licenced and Non licenced asbestos removal.

  • Lot 2 – Blacksmith

Metal fabricator and repair of roller shutter doors.

  • Lot 3 – Builder/Mason

Builder will be required to, among other things, form the walls and other solid elements of buildings and structures and so on. It may be load bearing, forming an integral part of the structure, or non-load bearing, such as a partition wall or cladding.

  • Lot 4 – Cleaning

Industrial, Domestic and Biohazard cleaning in Council properties and buildings.

  • Lot 5 - Drainage & Water Services

Services include drainage, water services, camera inspection, jetting & Septic tank emptying.

  • Lot 6 – Electrical

Including by not limited to installing or upgrading main or supplementary equipotential bonding, installing cabling at extra low voltage for signalling, cabling or communication purposes (for example, telephone cabling, cabling for fire alarm or burglar alarm systems, or heating control systems etc).

  • Lot 7 – Fencing

Timber and metal fencing.

  • Lot 8 - Fire Alarms/Equipment

Install, service & maintenance of Fire alarms, Intruder alarms, Access control and CCTV systems.

  • Lot 9 – Groundworks

Excavation, Earthworks, Tarring/resurfacing and Hard Landscaping.

  • Lot 10 – Joiner

Joinery and Locksmiths.

  • Lot 11 – Lifts

Install, service and repair lifts and escalators.

  • Lot 12 – Mechanical and Electrical Services

Mechanical systems can include elements of infrastructure, plant and machinery, tool and components, heating and ventilation etc. Air Conditioning & Refrigeration, Motor Rewinds, Heat Recovery, Supply and Extract Ventilation, Solid Fuel, Oil Servicing & Repairs, Dust and fume Extraction, Solar Panels PV, Data Cabling, Flue Installation & Servicing, Solar Water Heating, Thermal Panels, Air & Ground Source Heat Pumps, Heating Control Systems, Gas Servicing & Repairs, Commercial, wet heating systems.

  • Lot 13 – Multi-trade

Including but not limited to Builder, Electrician, Plumber, Painter, Joiner, Roofer and Landscaping. Please be reminded that by agreeing to bid for the multi-trade lot you are agreeing to be responsible for all work carried out under the project.

  • Lot 14 – Painting and Decorating

Prepare surfaces, mix paints for different needs, and apply them with brushes or rollers to fill in cracks or apply colour on walls and other objects around a home, such as furniture pieces or doors etc.

  • Lot 15 – Pest Control

Control of unwanted creatures, such as, rats, ants, bedbugs, and termites from homes, buildings, and surrounding areas. Inspection of buildings for signs of pests, determine the treatment needed.

  • Lot 16 – Plastering

Taping and filling, Internal plastering, roughcasting and render works tiling.

  • Lot 17 – Plumbing

Fit and maintain water systems in buildings including drainage. This includes toilets, baths, showers, sinks, washing machines and dishwashers. You can also install central heating systems but need additional qualifications to work with gas boilers, etc.

  • Lot 18 – Removal & Storage

The removal and storage of furniture, equipment and documents.

  • Lot 19 – Roofing

Cleaning, Flat, Tiling, Slating & Cladding, Asbestos Removal Roofing, Metal sheet roofing/cladding repair specialists.

  • Lot 20 – Rope Access

Including Lighting Conductor Engineers, Chimney Inspection & fall protection, Rain water system cleaning gutters and down pipes.

  • Lot 21 – Rot and Damp Preservation & Treatment

The preservative treatment of timber or timber products involves the introduction of stable chemicals into the cellular structure of timber that protect the timber from hazards such as wood destroying organisms like fungi and insects. Carrying out inspections and providing reports with recommendations and budget costs.

  • Lot 22 – Scaffolding

Erection of a temporary structure used to support a work crew and materials to aid in the construction, maintenance and repair of buildings and structures. Scaffolds are widely used on site to get access to heights and areas that would be otherwise hard to get to.

  • Lot 23 – Signage

Road, internal and external signage.

  • Lot 24 – Specialist Trades

Including Access Systems (Intruder Alarm & Door Entry), Catering Equipment (Supply, Service & Repair), Floor coverings (Carpet and Vinyl), Doors (Industrial & Roller), Windows and Glazing, Curtains and Blinds, Demolition, Generator Maintenance, Automatic Doors, Carpark automatic barriers, Metalwork/Bronze Refurbishment Specialists, Chimney Sweeps.

  • Lot 25 – Wall Cladding

Curtain wall systems and repairs.

  • Lot 26 – Workshop Machinery

Repairs & Servicing of workshop machinery.

The duration for all the Lots is 48 months with no opportunity for renewal. The deadline for bidding is 20 February 2023.
