Scottish Borders Council has announced a Subcontracting Services Framework for works including landscaping, fencing, ground working, and additional services. The proposed Framework Agreement will support and supplement in-house capital projects and the delivery of the roads maintenance programme on an as and when required basis, to meet the demands of work and to utilise specialist contractors.

The main anticipated user of the Framework will be the Scottish Borders Council (SBc Contracts) and the Scottish Borders Housing Association will be a named participant. SBc Contracts is the significant trading organisation of Scottish Borders Council and delivers the roads maintenance programme as well as construction of capital investments.

The Subcontracting Services Framework will have multi-value, multi-supplier Lots. The lot structure will be confirmed in the upcoming Contract Notice. The estimated date of publication for the contract notice is 11 February 2021.

Scottish Borders is committed to maximising community benefits from its procurement activities. Under this procurement, the supplier and its supply chain will be required to actively participate in the achievement of the councils social and economic objectives.

Next Steps

Suppliers interested in potentially bidding for the Scottish Borders future Subcontracting Framework are asked to note interest on the local authority’s Prior Information Notice (PIN) on the Public Contract Scotland website.

Support from the Supplier Development Programme

Local micro, small and medium sized businesses can access free training with SDP Scotland to prepare for this opportunity. The Council will use the PCS-Tender online portal to run and manage the opportunity.

Suppliers interested in this opportunity are invited to attend SDP’s free Using PCS and PCS-Tender – Scottish Borders Council: Subcontracting Services Framework Agreement webinar on 20 April or 29 April. Suppliers do not have to attend both events; the same information will be covered in both sessions.

Particularly if you are unsure of IT requirements, we encourage you to prepare in advance by accessing SDP's top tips on how to join a webinar, or alternatively email info@sdpscotland.co.uk if you have any further questions or require additional support in advance of the training about the joining process for the webinar.
