Scottish Government publishes Public Procurement Strategy for Scotland: 2023 to 2028
The Supplier Development Programme welcomes the Scottish Government Public Procurement Strategy for Scotland: 2023 to 2028. Take a look at some of the key points outlined in the strategy.
The first-ever Public Procurement Strategy for Scotland provides a high-level vision and focused direction for all public sector bodies to align to and deliver against. The strategy was developed by a cross sectorial working group, workstream members developed content based on the discussions, ideas and engagement activity. It sets out the strategic direction for procurement leadership of public bodies.
Vision
The vision of this strategy is: "Putting public procurement at the heart of a sustainable economy to maximise value for the people of Scotland."
Aims and Objectives
The Strategy is structured around being good for businesses and employees, good for places and communities, good for society, and open and connected. Corelating objectives are placed at the heart of this strategy, and set out how public sector bodies in Scotland can align. The objectives include:
- Maximising the impact of procurement to boost a green, inclusive and wellbeing, promoting and enabling innovation in procurement
- Maximising the impact of procurement with strong community engagement and development to deliver social and economic outcomes as a means to drive wellbeing by creating quality employment and skills
- Ensuring that we are efficient, effective and forward thinking through continuous improvement to help achieve a fairer and more equal society.
- Ensuring procurement in Scotland is open, transparent and connected at local, national and international levels
Measurement of Success
Making use of both qualitative and quantitative data, measurement will be taken across the Public Sector making use of data already gathered, and will be focused on measures for each "Good For".
Public bodies’ Procurement Strategies and Annual Procurement Reports should reflect the Public Procurement Strategy for Scotland. Progress against the Strategy will be presented through the Annual Report on Procurement Activity in Scotland as well as common established Key Performance Indicators.
During the life of the Strategy, measurement will be continually improved to allow new data sources to be included.

It provides a clear vision and focused direction, supporting the whole Scottish public procurement community to align, to collaborate and to deliver positive outcomes with real impacts for the people of Scotland.”
