The Highland Council - Energy Efficiency Framework

The Highland Council (THC) is seeking to undertake a transformational change to the delivery of energy efficiency and renewable works across the region. The Highland Energy Efficiency framework (2024-2028) for energy efficiency and associated works includes both domestic and non-domestic properties in the Highland region. 

Suitable contractors are being sought to undertake works on a design and/or installation basis on lotted allocations over the period of the proposed framework. The contractor shall be responsible for the survey, design, submission of proposals, installation and defects management for the completed installations. The works are subject to Scottish Government and other external funding and there is no commitment to all/ any contractor in the proposed framework.

As the Council develops place based projects it will seek opportunities to develop heat networks and look at ways to support businesses and homes to connect.

The proposed framework will be demand lead, contract values will be dependent of availability of external funding. The figures outlined above highlight opportunities across the region and the potential demand.

During this webinar our expert trainer will demonstrate- live online, how to login and search the Public Contracts Scotland (PCS) portal to find the THC Energy Efficiency Framework notice.  We will then follow the buyer instruction to access the tender documents, including the Single Procurement Document (SPD), explore the questions asked by the buyer and give you hints and tips on ‘what good looks like’ with regards to providing evidence and how to fully answer each question to gain full marks. We will also demonstrate how to communicate with the buyer to ask questions, how to upload documents and submit your response. All of this is to ensure that there are no surprises for you when you are bidding to be appointed to this framework.
