Procurement threshold values 2026-2027

The European Commission has updated thresholds above which public procurement rules apply for the next two years. The new thresholds for contracts governed by the Public Contracts (Scotland) Regulations 2015, the Concessions Contracts (Scotland) Regulation 2016, the Utilities Contracts (Scotland) Regulations 2016 and the Defence and Security Public Contracts Regulations 2011, came into force on 1 January 2026, and will be in place until the end of 2027.  

The revised threshold for supply and service contracts for schedule one bodies (Central Government) is £135,018 For the same contracts awarded by other bodies (e.g. Local Authorities) it is £207,720 Contracts for social and other specific services, the threshold  is £663,540. The works contract threshold is now £5,193,000.

Public bodies must observe these revised thresholds in relation to all procurements which commence on or after 1 January 2026. Please note that the thresholds set out in the Procurement Reform (Scotland) Act 2014 have not changed, in that procurements for goods and services, with an estimated value equal to or greater than £50,000 , and works contracts with an estimated value equal to or greater than £2,000,000 must be advertised on Public Contracts Scotland (PCS)
