Explore Scottish Government’s Energy Retrofit and Heating Decarbonisation Framework

Scottish Government is seeking experienced contractors and energy service providers to deliver large energy retrofit and heating decarbonisation projects for public sector bodies across Scotland. 

Such projects may include but are not limited to:

• Improving insulation and building fabric.
• Upgrading heating, cooling, ventilation, lighting, and water systems.
• Installing renewable energy systems.
• Connecting buildings to district heating networks.
• Replacing fossil-fuel heating with low-carbon alternatives.

Extra services that suppliers may need to provide include:

• Maintain installed systems.
• Provide Technical Support.
• Operate equipment after installation.

These extra services can be delivered directly or by an approved sub-contractor.

Scottish Government will manage the framework, with public sector bodies such as Central Governments, Local Authorities, Universities and Health Boards across Scotland having access to then ‘call-off’ from the framework and run a mini-competition to appoint a supplier for a specific project.

The estimated total value of this contract excluding VAT is £75 million.

The time limit for receipt of tenders or requests to participate is Monday 22 June 2026 at 12pm.

A contract notice has been published on Public Contracts Scotland (PCS), although interested parties will need register with PCS-Tender to access additional information and express their interest.
