Private Accommodation Market Engagement with Glasgow City Council

Glasgow City Council LogoGlasgow City Council in partnership with the Glasgow Social Care Partnership intends to carry out a market engagement session to discuss plans for a future procurement for Private Rented Sector Accommodation.

The free market engagement session will be in-person, taking place on Tuesday 30 June from 9:30am-12pm at Glasgow City Chambers in the Banqueting Hall.

The market engagement session will focus on discussions surrounding:

  • Glasgow’s new 10-year Temporary Accommodation Strategy.
  • The requirements for Private Rented Accommodation in Glasgow.
  • Supplier advice on how to get ready to tender for this opportunity.

About the opportunity

The Council has a legal duty under the Housing (Scotland) Act 1987 to provide temporary accommodation for people who are homeless or at risk of becoming homeless. Because more people in Glasgow are asking for homelessness support, the Council has had to rely more on B&Bs and hotels, which may not meet standards set by the Homeless Persons (Unsuitable Accommodation) (Scotland) Order 2014.

To address this, the Council wants to:

  • Hire property management companies to provide and manage private rented homes for homeless individuals, couples, and families with children.
  • Ensure all accommodation meets legal and safety standards, including Unsuitable Accommodation Order requirements.
  • Secure up to 1,000 properties across Glasgow to reduce the use of B&Bs and hotels.

The Council is looking for suppliers who are registered with the Scottish Letting Agents Register (or have applied to join) and can quickly increase the number of private rented homes available for temporary accommodation. The contract only covers standard property management services; suppliers will not need to provide social care or additional support services.

The estimated date of publication of this contract is 1 September 2026.
