Help Highland Council Shape a New Operational Model for Logistics across North Scotland!

Highland Council LogoThe Highland Council is carrying out a Preliminary Market Consultation (PMC) to better understand who may be interested in joining and/or being serviced by a new operational model for Logistics throughout the North of Scotland.

To help form a new operational model, Highland Council recognises the input needed from both potential partners and suppliers, who are concerned on industry cost to serve customers in the geo-zone of the North of Scotland.

The hope is that capability and capacity challenges can be overcome while also innovating a new model by taking a more collaborative approach, with such themes including but not limited to:

  • sharing common drop off points and load centralisation,
  • sharing/partnering in locating new central hub and redesigning spoke locations,
  • broadening logistic services to include expediting,
  • hot shot deliveries,
  • performing mixed load to common destinations,
  • return full loading,
  • sales to contractors,
  • common procurement
  • explore alternative delivery models collaboratively to drive service improvement.

A Preliminary Market Consultation (PMC) has been published on Public Contracts Scotland (PCS) where interested parties can gather further information and complete the Request For Information (RFI) with ideas and opinions.

The time limit for receipt of tenders is Friday 13 November 2026.
