Supply Marine Electrical and Mechanical Services to Shetland Islands Council

Shetland Islands Council is seeking a suitably qualified contractor to join this Framework Agreement for the provision of marine electrical and mechanical services at Sullom Voe Terminal (SVT), including the crude oil loading jetties, and across the Council’s ports, harbours, ferry terminals, vessels and marine infrastructure.

Shetland Islands Council is the Harbour and Pilotage Authority for the Port of Sullom Voe which serves the Sullom Voe Terminal (“SVT”) within the Sullom Voe Harbour Area. The Sullom Voe Harbour Area is located at the northern end of the Shetland Islands mainland, and SVT is a strategic link in the country’s energy infrastructure and one of the largest oil terminals in Europe.

The services required under this Single Supplier Framework Agreement include the maintenance, repair and replacement of assets owned and operated by Shetland Islands Council at loading jetties and other facilities within Sullom Voe Oil Terminal (SVT) and various locations throughout Shetland.

While the contract is primarily for the provision of electrical services, a limited range of mechanical services may also be required, mainly for the repair and maintenance of the Councils fleet of Pilot and Mooring vessels and for linkspans.

The successful contractor must be capable of operating within high-hazard operational environments and complying with site-specific control measures, including permit-to-work and access control systems.  A 24-hour, 365-day emergency call-out service is an essential requirement.

A contract notice has been published on Public Contracts Scotland (PCS) where interested parties can access additional information and express their interest.

The time limit for receipt of tenders or requests to participate is Thursday 22 October 2026 at 12 noon.
