The City of Edinburgh Council’s seeks suppliers for Film and Photography Services Framework

The City of Edinburgh Council is interested in hearing from suppliers with demonstrable experience of delivering creative and visual content for public sector or third sector organisations that meets accessibility standards. 

The appointed suppliers will support a range of communications, engagement, and marketing activities through the provision of high-quality film and photography services.

It is the Council’s intention that the opportunity will be delivered through Framework Agreement comprising two lots.

Lot 1 relates to the provision of film and video services, including:

• Content for promotional materials across the full marketing mix, including television
• Content creation for social media platforms, including reels and stories
• Destination marketing
• Live streaming services
• Event filming and coverage
• Service information films
• Website and digital content (may be used for educational, information, training, behavioural change or promotional opportunities).

The estimated value of this lot is £110k.

Lot 2 relates to the provision of photography service, including:

• Events and launch photography
• Marketing and promotional campaigns
• Service information
• Media launches and press opportunities
• Destination marketing across the full marketing mix
• Website and digital content creation
• Corporate headshots

The estimated value of this lot is £50k.

A Prior Information Notice (PIN) has been published on Public Contracts Scotland (PCS) where interested parties can gather additional information, express their interest and access the registration details for the supplier information day, which can be found within the additional documents. 

The estimated date of this publication notice is Tuesday 29 September 2026.
