Scotland Excel is the centre of procurement expertise for local government in Scotland, delivering collaborative procurement solutions on behalf of all 32 Scottish local authorities and a wide range of associate members, including housing associations, colleges, universities, health organisations and other public sector bodies. Through our nationally available frameworks and contracts, we help members achieve value for money while creating sustainable business opportunities for suppliers across Scotland.
We are pleased to be engaging with the market in advance of the next generation of the Property Maintenance, Refurbishment and Extensive Renovation (PMRR) Framework. This framework represents the second generation of Scotland Excel’s existing Property Maintenance and Refurbishment framework and has been developed following extensive engagement with councils, associate members, incumbent suppliers and prospective bidders.
This event provides an opportunity for suppliers to learn more about the proposed framework structure, upcoming tender opportunity, type of work orders, and the strategic priorities driving the procurement. Suppliers will also have the opportunity to ask questions and gain an early understanding of how the framework is expected to support property maintenance, refurbishment and renovation requirements across Scotland’s public sector estate.
With an estimated value of £200 million over four years, the framework is expected to provide opportunities for both SMEs and larger contractors across a broad range of property maintenance and refurbishment disciplines, including new lots for Damp & Mould Treatment and Extensive Building Refurbishment. The framework has been designed to encourage competition, support local delivery, promote Community Wealth Building and create opportunities for suppliers throughout Scotland.
Suppliers considering participation in the forthcoming procurement are encouraged to attend the event to gain early insight into the opportunity, understand the proposed framework structure and engage directly with the Scotland Excel team.
Purpose of the Project
The Property Maintenance, Refurbishment and Extensive Renovation (PMRR) Framework is being developed to provide Scotland Excel members with a compliant and flexible route to procure planned and reactive property maintenance, refurbishment and renovation works across Scotland. The framework supports the delivery of housing improvement programmes, compliance obligations, net zero objectives and responses to Scotland’s housing emergency. A key enhancement in this generation of the framework is the introduction of an Extensive Building Refurbishment lot, enabling major renovation projects to bring vacant or underutilised buildings back into use.
Project Value
- Estimated Framework Value: £200 million
- Contract Period: June 2027 to June 2031
Main Contractors
The framework is currently in development and suppliers have not yet been appointed. The procurement will be conducted through an Open Procedure, providing opportunities for SMEs and larger contractors across Scotland to participate.
