1.2 Using PCS - Highlands and Islands Enterprise: Property Consultancy Framework

Highlands and Islands Enterprise (HIE) will shortly be publishing a tender opportunity for a Property Consultancy Framework which will provide support for both its commercial property portfolio as well as HIEs own offices.  

The Framework will be split into 3 separate Lots, each of which will focus on different aspects of the service with each Lot required to be delivered across the whole of the HIE area – from Shetland to Argyll and from Moray to the Western Isles.

 The 3 Lots are:

  • Property Management and Valuation (rent and service charge collection, budgeting and reconciliation, management of void properties, property inspections, annual portfolio valuations, tenant liaison, rent reviews, insurance claims, etc.)
  • Property Marketing (marketing of properties, support HIE's property disposal strategy, negotiate with interested parties, market advice and options appraisals, etc.)
  • Building Surveying (dilapidations, repair work, EPC and S63 valuations, and insurance valuations, etc.)

Each Lot will have a different value and each will require a different skillset. Suppliers are welcome to bid for 1 or more of these Lots.

HIE welcomes bids from SMEs whether based in the HIE area or elsewhere. HIE is also committed to maximising community benefit from its procurement activities. Under this procurement, the supplier and its supply chain will be required to actively participate in the achievement of HIEs social and economic objectives.

This webinar will help suppliers - especially those new to tendering - learn how to bid for this Framework opportunity. During this training workshop, the Supplier Development Programme (SDP) will provide free training on Public Contracts Scotland (PCS) website - the service through which you will apply and bid for the tender to deliver the Framework for HIE.
