Aberdeenshire Council are looking to publish an Invitation to Tender (“ITT”) inviting tenders to participate in a Dynamic Purchasing Framework (DPS) under which individual mini competitions will be conducted to support the delivery of Lifecycle Component Replacement Projects and the  overarching Hard FM programme. 

PUBLICATION: 6th January, 2026

Start Date: 1st March 2026

End Date: 28th February 2030

Extension Available: Max. of 3 extensions of up to 12 months each

Detail of The Goods/Services to Be Provided 

Lifecycle Component Replacement projects covers Works required to maintain the operational life of a Council building. 

Recent examples include: 

  • Boiler upgrades 
  • Window replacements 
  • Roof replacements 
  • Electrical rewires 
  • External resurfacing works 

As we are moving to a fully electronic system, training has been organised with SDP for the initial stage of the DPS, assisting Suppliers with navigating PCS-T

The DPS is a restricted 2 stage procurement procedure whereby suppliers apply to be included by expressing an interest and passing mandatory quality questions. Please note Regulation 34 of the Public Contract Regulations (2015) set out the rules associated with a DPS.  

The DPS is like a framework, but it has its own specific set of requirements and is open for suppliers to apply at any time during its duration. The DPS provides many advantages to Suppliers: -  

  • Where previously under a Framework if a supplier missed joining a Framework at the beginning of the term then the supplier could risk being cut off or miss opportunities. Under a DPS this is not the case.  
  • Within the DPS new entrants can apply at any time by completing the ESPD and passing the mandatory requirements and be included in any future competitions.  
  • The duration of term of the DPS in this case is 4 years with an option to extend for a further 3, vs a single 4 years under the old framework. 

During this online webinar, our SDP expert will walk you through the bidding process, using the actual tender documents for this opportunity. We will demo how to register and login to Public Contracts Scotland (PCS) , how to find the contract notice using the search functionality and express interest in this opportunity. We will follow the Aberdeenshire Council buyer instructions verbatim, to access the documents and open all envelopes. We will spend time on questions that perhaps tripped bidders up in the past. We also demo the Q&A functionality and how to upload evidence and response documents. Essentially the aim is for you as a bidder, watch our trainer going through the tendering process as a supplier in real-time, to ensure that you know what your next step will be.
