Aligned Tender Training for the ELC Transport Journeys Dynamic Purchasing System (DPS)

To meet the education and social care needs of children and vulnerable adults, as well as other passenger requirements, East Lothian Council is launching a new Dynamic Purchasing System (DPS) for transport services covering taxis, MPVs, minibuses and larger vehicles, including wheelchair‑accessible options.

Most journeys will take place within East Lothian, with some cross‑boundary transport as required.

The DPS will be set up under the Restricted Procedure, with no limit on the number of suppliers who may qualify. It is fully electronic and operates similarly to a framework agreement, with the key difference that suppliers can apply to join at any time for the duration of the DPS.

The DPS will run from 1 May 2026 to 30 April 2032 and includes three Lots:

• Lot 1: MPVs (5-8 seats), including salon cars (4 seats).
• Lot 2: MPV- Wheelchair Accessible Vehicle (WAV)- (5-8 seats)
• Lot 3: Minibus (9-16 seats), including wheelchair accessible vehicles
• Lot 4: Vehicles above 17 seats

• During this online webinar, we will watch our expert walk you through the bidding process, using East Lothian Council DPS for transport services opportunity. We will demonstrate how to register and login to Public Contracts Scotland (PCS) , how to find the contract notice and express interest. We then follow the ELC buyer’s instructions verbatim, to access the tender documents and open all envelopes. We will spend time on questions that perhaps tripped bidders up in the past. We also demo the Q&A functionality and how to upload evidence and response documents. Essentially the aim is for you as a bidder, watch our trainer going through the tendering process as a supplier in real-time, to ensure that you know what your next step will be.
