Could you provide catering services to Scotland’s police force?
Join us for a Talking Tenders webinar where the Scottish Police Authority will present their planned tender process to provide catering and hospitality to cover the whole of Scotland.
The primary users of this service will be the Operations and Events Planning teams, who are responsible for policing large-scale events nationwide. However, other departments within Police Scotland may also access the contract depending on operational needs.
While many events requiring catering are scheduled in advance, a significant portion of the demand is reactive and may arise unexpectedly. As such, the service must be capable of responding at short notice.
Due to the nature of policing operations, officers are often deployed for six hours or more without access to breaks, shops, or catering facilities. Many work outdoors in challenging conditions. The SPA has a duty of care to ensure officers receive a balanced, nutritious packed lunch and/or hot meal during their deployment.
To meet this need, the SPA intends to establish a Catering & Hospitality Framework that will provide a reliable catering service, including delivery, to various locations across Scotland—such as offices, police stations, and temporary staging posts.
Contract Objectives and Scope
This contract aims to achieve the following:
- Provide nutritionally balanced meal packs to officers.
- Standardise packed meal provision across Scotland for operational and event deployments.
- Accommodate a range of dietary requirements.
- Ensure compliance with food labelling regulations, particularly regarding allergens.
- Confirm that the provider holds all necessary Food Hygiene certifications.
- Ensure compliance with Health & Safety standards and that the provider is a licensed catering operation.
- Verify that the provider meets Police Scotland’s mandatory vetting requirements.
- Deliver best value and explore opportunities for value-added services.
- Promote sustainable practices throughout the supply chain, including responsible sourcing, packaging, recycling, and waste disposal.
- Ensure provider staff are paid at least the minimum living wage, ideally the Scottish Living Wage.
