Forestry and Land Scotland Planting Services DPS Now Live

Forestry and Land Scotland (FLS) have made their Planting Services Dynamic Purchasing System live, using this exercise to make procurement simpler, faster, and more transparent for suppliers.

Planting Services Dynamic Purchasing System (DPS) 

A DPS is now live for Planting Services. You can join anytime for regions where you work. Entry requirements are minimal. All contracts under the DPS are awarded through mini-competitions, giving you a chance to bid for each job - big or small. The scope of the DPS is primarily for establishment operations including but not limited to:

  • Planting
  • Beat-up
  • Weeding
  • Top-up spraying
  • Herbicide application
  • Fertilising
  • Cleaning & singling
  • Respacing
  • Brush cutter work
  • Chainsaw work
  • General estate labouring

Parties who request to be admitted to the DPS will have their submissions evaluated by FLS within 10 working days of submission (this deadline could be extended to a maximum of 15 working days in individual cases), and if successful, will be admitted to the DPS thereafter.

Positive Changes to Procurement

FLS have made changes to make procurement simpler, faster, and more transparent for suppliers.

Simpler Selection Requirements 

We’re reducing evidence and clarifying requirements to make tenders easier and quicker. Recent DPS and a Civil Engineering tender now require less evidence in the pass/fail checks for Health & Safety. 

Improved Tender Packs 

Terms and Conditions schedules will be split into separate documents for easier access, plus one full version if needed. We’re also reviewing all tender documents to cut jargon, repetition, and make them clearer. 

Delegated Purchasing Officers (DPOs) 

We’ve introduced DPOs in each region to handle lower-value quotes and contracts. This means more consistent documents and better local procurement knowledge.
