Re-opening of Scottish Borders Council’s Early Years & Childcare Framework Agreement

Scottish Borders Council is reopening its existing framework agreement for Funded Early Learning and Childcare providers across voluntary, independent and private settings, for children aged 2-4.

The eligibility of children will be determined by the local authority with parents being guided to a list of approved Providers to enable them to make the choice of placement.

This contract is comprised of two Lots with childcare providers being able to apply for one or both lots which are relevant to their business including:

Lot 1 – Nursery Services (including Private and Third Sector Settings)

Lot 2 – Childminder Services

All providers who apply and meet the national standards, legislation and the Council’s procedural requirements and accept the rates and contract terms set out by the Council shall be accepted onto the framework agreement to deliver funded provision.

The estimated total value of this contract excluding VAT is £3 million.

The time limit for receipt of tenders or requests to participate is 1 June 2026.

A contract notice has been published on Public Contracts Scotland (PCS), although interested parties will need to register with PCS-Tender to access additional information and express their interest.
