Scottish Enterprise Seeks Supplier to Lead Life Sciences Cluster Development Organisation

Scottish Enterprise is looking to appoint a suitably qualified supplier or consortia to establish and support the growth of the pan-Scotland Life Sciences Cluster Development Organisation for Scotland.

This procurement is seeking organisations with the capability and experience to demonstrate that they can engage and lead the Life Sciences cluster in Scotland.

The Life Sciences sector is one of Scotland’s most productive, high-growth sectors.

In November 2025, the new Life Sciences Strategy for Scotland was published. This is a 10-year strategy that sets out a series of actions and delivery plans which can be adapted and enhanced as progress is made and new opportunities emerge.

The strategy includes a commitment to establish a new industry-led cluster development organisation (CDO).

The CDO will play a key role in strengthening Scotland’s Life Sciences cluster by supporting collaboration between industry, academia, healthcare organisations, investors and public sector partners.

The successful supplier will establish and lead the CDO, providing strategic coordination and delivery support for the Scottish Life Sciences cluster ecosystem.

The estimated total value of this contract excluding VAT is £165k.

It is anticipated that the contract will start on 28 September 2026 for a period of six months and cover the first year delivery programme aligned to the Life Sciences Strategy for Scotland.

A contract notice has been published on Public Contracts Scotland (PCS) where interested parties can access additional information and express their interest.

The time limit for receipt of tenders or requests to participate is Friday 28 August 2026 at 1pm.
