Fife Council Annual Procurement Report, Apr 24-Mar 2025

 

In December 2024, Fife Council’s Cabinet Committee approved a new Procurement Strategy. The aspirations set out in the strategy are ambitious yet reflective of the continuous improvement journey that Fife Council and the procurement function has been on. 

 

This Annual Procurement Report presents performance and progress against policy objectives as well as mandatory reporting elements as dictated by the Procurement Reform (Scotland) Act 2014. This and previous year’s Annual Procurement Reports reflect mandatory reporting elements as well as recognised Fife Council priorities. Fife Council recognises its responsibility to carry out its procurement activities in an economically, environmentally, and socially responsible manner. 

 

Some key figures form the report are:

Total procurement spend for the period: £688.51 Mn
Total procurement spend with SMEs during the period : £354.69 Mn (2,201 suppliers)
Total procurement spend with Third Sector bodies: £87.37Mn (276 suppliers)
Procurement benefits for financial year 2024/2025 have been verified at £14.198 Mn
Comparison of benefits reported over last 3 years illustrating over £35m of benefits have been realised over that period.

 

Local Spend levels

 

In relation to Scottish and Fife Council policy, there is a strong desire to support Small to Medium Enterprises (SMEs), particularly local companies and/or those within the supply chain. Whilst locality of organisations is easily identified (assuming only focussing on organisations with head office based locally), businesses who are trading as SMEs are not always categorised as such in data sources.

 

56% of contracts were awarded are to businesses that are registered as trading from Fife. 
This is an increase from the 48% reported in 2023/24. 
It should also be noted that there was an increase of number of contracts awarded, from 664 (23/24) to 825 (24/25)

 

Total spend with suppliers based within Fife local authority boundary: £242.44 Mn
Total spend with SMEs (where SME status is known): £354.69 Mn

Total spend with Fife SMEs: £166.165 Mn

 

72% of suppliers awarded a place on a regulated contract in 2024/25 were a sole-trader, micro or an SME.

 

However, it is often the case that organisations within the Scottish markets require multi-regional customer bases to make them sustainable, therefore it is never going to be feasible to have all spend within an individual local authority area.

Scotland - South £4.44Mn (24 suppliers) 

Scotland - Aberdeen and North-East £2.79Mn (23 suppliers) 
Scotland - Highlands and Islands £2.68Mn (36 suppliers)

Outwith Scotland £182.90Mn (1,319 suppliers)

 

 

Fife Council, in conjunction with colleagues in Economic Development have active participation with the Supplier Development Programme (SDP). Fife businesses can access this service and improve their chances of winning Fife Council business. It also enhances their opportunity to bid for business out with Fife to further strengthen their market position. 

 

There are now 1,139 Fife based companies registered with SDP.
