Fife Council Input on Procurement of Grounds Maintenance Solutions

Fife Council’s Grounds Maintenance Service is responsible for delivering high-quality environments by providing well-managed and carefully maintained parks, grounds and open spaces.

The Grounds Maintenance Service has been using its current back-office system for a number of years to support key activities such as scheduling, asset management, and billing. This current system presents numerous challenges, such as limited mobile functionality, reliance on manual processes, and constraints in reporting and system integration.

For this reason, Fife Council is looking to explore alternative solutions available within the market and is seeking suppliers’ input to help inform its future procurement approach. 

Fife Council is seeking to understand the market for modern Grounds Maintenance solutions, capable of:

  • Supporting the full operational lifecycle of service delivery from initial enquiry through to work completion.
  • Financial processing within the GM system, enabling the Council to capture cost and activity data and transfer billing and recharge information to corporate financial systems (Oracle Fusion and ASH Debtors), where invoicing and re-charging will be undertaken for Grounds Maintenance activities.
  • Performance monitoring and reporting.

A list of high-level requirements has been developed in collaboration with the service and the Council’s IT Service. Potential Suppliers are invited to review these requirements and provide information on solutions that may be capable of meeting the Council’s needs.

The estimated date of publication for this contract notice is 19 October 2026.
