Scottish Government Engages Supply Market on Desktop and Mobile Client Device Frameworks

Scottish Procurement is seeking market views on combining Desktop and Mobile Client Device frameworks.

Scottish Procurement intends to establish a national collaborative framework for the provision of Desktop Client Devices and supporting services for the Scottish public sector. The framework will primarily provide a core range of desktop computer devices with a range of associated supplies and services. The current single-supplier framework expires on 31 August 2027.

Currently, Scottish Procurement also has an established national collaborative framework for Mobile Client Devices which covers the provision of laptops, notebooks and similar portable devices, again with a range of associated supplies and services. This framework is currently due to end in November 2027 but has extension options for a further 24 months and can potentially continue until November 2029.

As part of this process, Scottish Procurement is exploring whether combining the Desktop and Mobile Client Device frameworks is viable or desirable and is seeking suppliers’ views to inform this decision.

Interested parties should read, populate and return the Request for Information (RfI) included in the notice by 12 noon on Monday 19 October 2026.

A Prior Information Notice (PIN) has been published on Public Contracts Scotland (PCS) where interested parties can access additional information and express their interest.

The estimated total value of this contract excluding VAT is £150 million. Please note the estimated value is purely for the Desktop Client Device framework.

The estimated date of publication for this contract notice is 30 April 2027.
